To be effective, South Africa must progressively harmonise the policies and strategic objectives which are formulated and pursued by government departments. The need for a codified foreign policy and an assessment of current foreign policy has been the subject of deliberation for some time.

With the growing complexity of international interaction in almost every sphere of human life, the role of multilateral organisations in reconciling and harmonising the frequently conflicting interests of countries, will necessarily increase.
